Brief information about the Project
The Multi-Donor Action “EU4ClimateResilience” is jointly co-financed by the European Union and the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN), and implemented by GIZ and OECD. EU4ClimateResilience is implemented as part of the BMUKN-IKI-funded project ‘Promoting Green Deal Readiness in the Eastern Partnership Countries’ (PROGRESS). This complementarity and implementation of both the Action and PROGRESS by GIZ and OECD therefore reflects the Team Europe approach.
EU4ClimateResilience supports the Eastern Partnership (EaP) countries Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine in improving climate change and adaptation policies to achieve the mitigation and adaptation goals and targets under the Paris Agreement (PA) and related to bilateral agreements with the EU. This is achieved inter alia by technical support for the NDC 2025 up-date, improving the regulatory framework as well as further improving the institutional capacities to update the Nationally Determined Contribution (NDC), elaborate and implement Monitoring, Reporting and Verification (MRV) systems and mainstream climate change into sectoral and regional policies. The Action also acts on a local level by supporting the implementation of local climate adaptation projects, increasing the preparedness and resilience of cities and municipalities against short- and long-term climate risks. To mobilise additional sustainable investments, the introduction of innovative financial instruments such as green bonds will be supported. In Ukraine, the Action will address the reconstruction needs. EU4ClimateResilience and PROGRESS are complementary since both projects support the EaP countries in the context of the EU Green Deal.
The Overall Objective of the Action is to support the green transition, enhance decarbonisa-tion, boost energy security and increase resilience to counter the effects of climate change in the EaP countries.

is responsible for the organisation, planning and administrative documentation of workshops, seminars, trainings, study tours, including management of the tendering processeshelps prepare visitor programmes, draws up travel schedules, organises transport of visitors and makes hotel and ticket reservations, and provides travelleres with all the necessary information for their traveltakes care of travel insuranceensures that participant lists are prepared and filled in line with data protection requirementsin case of larger and more complex events, accompanies the responsible advisor for support at the locationsupports short term experts during their stay in organisational mattersreserves hotel rooms for event participants and short-term expertsorganises transportation for short-term experts and team membersparticipates in internal and external (team) meetings and workshops and assists with organising and documenting these, e.g. by writing minutesphotocopies and scans documents as neededdevelops and maintains a list of contacts for procurement of goods and services
Contract management, office management and administration

Support to the EU4Climate Resilience Team leader (DV)
The Project Quality and Administrative Specialist
Supports the DV in the coordination and day-to-day implementation of project activities, ensuring timely follow-up on agreed actions, deadlines and deliverablesSupports the monitoring of progress of activities and supports the DV in identifying delays, bottlenecks and required follow-up actionsProvides quality assurance and quality control of project documents, TORs, deliverables, reports and other outputs, ensuring consistency, completeness and compliance with GIZ/EU/BMUKN requirements and standardsReviews and consolidates inputs from different team members, partners and stakeholders, ensuring that comments and revisions are properly incorporated, while applying an overall quality check for coherence, consistency, logical soundness and practical feasibility.Identify inconsistencies, gaps or quality issues in documents and deliverables and proactively flag these to the responsible colleagues and DV, proposing practical solutions where appropriateContributes to the continuous improvement and standardisation of project processes and quality assurance mechanismsRegularly draws up a list of forthcoming meetings and events and makes sure the Outlook Event Calendar of the project maintained and up to dateSupports the DV and Project Advisors in the establishment and financial management of large volume Grant Agreements
Other duties / additional tasks
The Project Quality and Administrative Specialist
keeps herself/himself updated about the regulations of the GIZ within the scope of their activitiesin coordination with the DV and Project Advisors, communicates with and provides project information to other projects, clusters, units and partnerssupports the collection and analysis of data and conducts background research regarding the development of the Climate Action Plans, NDC updates, Covenant of Mayors, etc.performs other duties and tasks at the request of management
